Evermark, founded by Chartered Civil Engineer David Eve, brings consent, community and land risk expertise to UK infrastructure promoters, Tier 1 contractors and multidisciplinary consultancies across the project lifecycle.
-- Evermark Advisory has launched in London as a specialist consent and stakeholder risk practice, helping major UK infrastructure projects secure consents and deliver approved commitments without avoidable programme delays.

The move comes on the back of data from the UK Government's Infrastructure Planning and Judicial Review Reform statement, which shows that 58% of development consent order decisions have faced legal challenge, with each challenge taking an average of 1.4 years to reach a conclusion. Evermark seeks to address this, managing consultee and local authority relationships, objections and commitments from pre-application onwards, so disputed positions surface while they can be resolved.
Evermark Advisory's consent risk service covers both sides of approval. Before consent, it treats engagement as negotiation rather than a compliance exercise, establishing what authorities actually want, pricing concessions against buildability and long-term operation, and identifying when a position should be defended instead.
After consent, it translates conditions, undertakings and assurances into a discharge programme and secures approvals on schedule, so formal permission becomes practical permission to build.
The practice also covers community risk, surfacing concerns early to stop opposition hardening, and land risk, including land referencing, access negotiations and compulsory purchase.
Clients include promoters, supported from early strategy through final discharge; Tier 1 contractors inheriting commitments made before their appointment; and multidisciplinary consultancies, which can engage Evermark Advisory as a subcontract partner without it competing for the wider client relationship.
Founder David Eve is a Chartered Civil Engineer (CEng MICE) with nearly 25 years of experience across contractor, consultancy and client roles, including HS2, Thames Water, Transport for Greater Manchester and Dublin MetroLink. On HS2 in the Chilterns, for the Align JV, he led a 28-person stakeholder engagement, compliance and land team and was personally accountable for around 2,800 undertakings and assurances written into an Act of Parliament.
"The harder part is convincing people before the crisis, rather than after it," said Eve.
